After the Exile and the loss of Judah's king, Zerubbabel became the governor of Jerusalem and its environs. His appointment gave hope that the covenant promise to King David that he'd always have a descendant on the throne was not distinguished but would be carried on. Ultimately this was fulfilled in the Messiah Jesus of Nazareth. Thus God's purpose and promise is renewed in Zerubbabel - the precursor of the Christ.
