Paul begins the body of his letter with this thesis statement: "For this reason I left you in Crete, that you should set in order the things that are lacking…" The church at Crete, like every true church of Jesus is a reforming church, a church continually working to be better ordered. To "set in order" here means "to make straight, set right, amend, correct."
To guide the church God gave the church a pastor. But Titus was not to lead alone. The government of the church is not an earthly monarchy but a parliament, so to speak. Pastor Titus was to appoint elders in every city so that they could help him reform the church, to promote the faith and knowledge of the truth which are according to godliness
