God has a will for believers as they go out into the world. One of the groups the believer will encounter in the world is government. It does not matter what form or shape the government takes, the believer is to place themselves under that authority. Paul is not ignorant that sometimes believers will need to obey God rather than government. However, his emphasis in this passage is for the believer to submit to authority. It goes against our rebellious nature, but it is part of the will of God.
