Moses lays out before the second generation the results that will come for their obedience or disobedience. If they obey they will receive blessing, if they disobey they will receive cursing. In reading the rest of the Old Testament this chapter is almost prophetic in that this describes what happens to Israel when they reject God and break the covenant that He made with them. God's promise of destruction upon Israel shows us our natural, sinful condition and the destiny that awaits those who remain in this natural, sinful condition. We desperately need someone to keep the covenant for us; we need Jesus Christ the only Mediator who can reconcile the perfectly holy God and a disobedient sinner.
